This solution can also be considered to use PoS consensus algorithm to manage communities. Each user has one vote and if more than 51% of users vote to kick out a bad member, that user will be expelled from the community. This is a decentralized solution to manage communities without mods. (Yes! I know that PoS is not a true decentralized algorithm)
It's too easy to create a new npub for voting.

Well, we can ask users to pay some sats to join each community. In this case trolling will be costly for bad members.
