Hmmm, maybe the relay could detect when a specific string is being posted in quick succession by any pubkeys period, and block posts that contain that string, at least temporarily.

Most big public relays are already doing this.
We’re doing that here: https://gitlab.com/soapbox-pub/strfry-policies/-/blob/develop/src/policies/anti-duplication-policy.ts
And for the most part nobody is working around it yet, and/or they just get caught by IP rate limiting.
