Arweave as a protocol is completely neutral to what platform you're on. Just like Monero, it doesn't care or know if it's a phone.

To a viewer,

The websites or podcasts stored on the network would appear the same on any platform.

To a creator,

There are web apps that let you upload to arweave things such as a photo. As far as like making websites, you'd want a computer though
