it looks more like a sharpening wheel/stone, millstones are usually bigger with wider surface impact grind ime/

my grandpa had 1 with a footpedal pusher to keep spin while edging tools

I have been calling this a grinding stone throughout this project. In my native tongue its a "slipestein"
