Yes they can be reused, in fact that is exactly what your flipper did when you cloned your working card onto the 'defective' one. I often use them to program my guest Wi-Fi credentials on a card and leave one in my guest bedroom for guests to scan and connect to my Wi-Fi.

The memory available on these cards is usually limited to might not fit a complete wallet seed onto them but a bolt wallet should be possible.
