I've thought about this situation because it actually happens a lot. It seems as if death is nearly impossible to prevent. I've decided that if I'm ever in this situation I will remove ALL of my clothes before the police arrive.
No way they can suspect a gun in the hands of a naked man.
The sight of nakedness will also likely change the mindset. Less fear.
The punishment for public nudity is usually a misdemeanor depending on the context.
Better a fine and community service that be shot with the police saying they thought you were reaching for a gun.

Legit Might work. I originally got the idea after watching police shoot a guy to death for pulling up his pants. The pants were falling off because they were making him crawl. Always answer swat team calls naked.
