Under your numbering system, you have a least two symbols "1" and "0". In Von Neumann numbering system, there is only "0" which is defined as the empty set. The remainder of the natural numbers are just the "successor" of the empty set. The idea of "1", and thus "10" doesn't exist, there is no base.
