“This stablecoin bill is pointless. Why should stablecoins even exist if they’re just going to regulate it like a bank? Who cares, just use visa”

You can't use dollars outside the US on Visa.

Correct. But for the U.S. regulatory aspect with companies in the U.S. under the genius act

I think the goal of the bill is to offer reserve protections for worldwide use, not for the US itself.

On a second note, stable coins are full reserve. Banks are not. So, there is an advantage over visa.
