On this specific example you are right. But there once was Ashoka, who did greatly improve everything in all of India for his rule and a couple of generations ahead.

Also there was gen. Francisco Franko. Not as successful, not lasting after his rule, but still. He did greatly improve things in Spain at the time. 100% true. Also, no government ever expanded freedom during its reign. By definition, government removes freedom just by existing, and then it continues to block freedom more and more until it finally falls, and then another government takes its place and does the same thing.

For goverment to exist, it must take away freedom. This is the definition of goverment. Government, like a living organism, then attempts to grow, and by growing takes away more ad more freedom. Government feeds on the freedoms of the governed. The more it takes, the bigger it gets.
