Yes, the paid relays allow 'Reads' but not 'Writes'. An example:

In the above screenshot you can see my relay is entered which is a paid relay, and I'm querying via websockets connection event kind '1' which are notes/posts for my public key. You can see the output with my posts. This means if you add a paid relay, clients can show content for the users on  those relays.
