Yes. Sound money is not the only necessary factor in creating a healthy, functional society.
I'd argue it's the principal requirement to even get started. How else can millions of people create a functional society if the one tool they use to coordinate their actions is used by parasites to steal from them and make them poorer?
You're right in calling it a tool. Money is only a tool, not inherently good or bad. Without a firm moral framework it is likely to be used for evil as much as or more than for good. Give sound money to a society with no morals and you will still see that society descend into degeneracy. Bitcoin is not a silver bullet to solve all the world's ills. It is merely a tool.
