Yeah, I think history shows any change will lead to a burst of new spam. Saying otherwise is stupid and only gives the opposition a free "I told you so"
I support changing the default but leaving the setting and I still say don't promise no new spam. Most people arguing both sides are poorly informed enough that a current spam source switching from witness to op_return would be seen as proof of new spam.
I would go a step further and say that anyone who believes this will not lead to an increase in spam doesn’t understand basic incentives. Anything people are permitted to do they will do. The easier it is the more they will do. That captures 99% of human behavior

That plus everyone who actually uses Bitcoin uses lightning for normal transactions leaves us back at 1sat/vbyte.
