People have been sniffing glue, paint, petrol etc for a very long time and society hasn't collapsed. Society doesn't generally benefit from the contributions of the sort of people who do this kind of thing.

my favorite signal to look for would be a large percent change in the rate of people having sex. if it changes rapidly in either direction that's dangerous
