I guess there is a difference between seeing and saying you seen something.

Somehow the second conveys a meaning from the person who says he saw it.

The first is an information for the author how many people reacted from the people who saw it.

So the second one has a "deeper" meaning. But then it shall not be a like, but rather something else to show the difference for usage, maybe? Not sure.
