It will not work.
The UN was basically try at it.
You invite everyone and then every time there is something against interested of some section they will block it.
So you'll end up with today's UN 🤷 where North Korea and Saudis will guard human rights...

The Supreme Court of every country arbiters on the basis of the Constitution, and is not answerable to the government
Similarly, there should be an international court to defend personal liberty of individuals from any country
