I understand (vaguely) the mechanism that enables ordinals/inscriptions. I'm asking how they can be stopped. I haven't heard anyone set forth how they can actually be stopped without a hard fork or other disastrous consequences. But perhaps I missed it.

Get people to use the chain for high value notary purposes. Currently the market value of ordinals is too high for the prices to dissuade them.
