I think doing comedy as a foreigner is quite easy. People are ready to see you make linguistic mistakes. So they laugh easily. What's really hard is being taken seriously. Writing a very clever joke and winning an Emmy award with it will be difficult for foreigners. Not because people think you're not eligible, but because people won't follow the trajectory of your artistic experiment as you anticipate. Things like poetic license may not be easily allowed for foreigners.
