I’ve heard a zero percent inflation rate would lead to a deflationary spiral and recession. I want to know if that’s true or just fear mongering?

Why is it?
Nobody decides to spend cash (stimulate the economy) because cash is falling in value. Unless your in Zimbabwe of course
