The vast majority of DMs are better either as public conversations or in-person/phone walks.

I would politely disagree. I have many conversations that I can't have in person even if they would be better in person but should not be public for a variety of reasons.
Second this, DMs or Phone are preferable, especially for those who want to keep their anonymity.

i'm a DM maxi also, but i think it will work better when there is a combination of client and infrastructure whereby messages are only sent to intended recipients directly via VPN tunnels, where the state problem can be solved via authenticated, narrowband propagation (ie, to your actual inbox directly with no decryption step between you and the target)

Yes, I agree. But there are many scenarios where DMs are the best way to communicate with someone.
For example, you may want to say something to someone privately without being able to or wanting to go with them for a walk 😛
Perhaps it's time for nostr developers to look into https://pears.com/ and utilise their solutions to the problems nostr is struggling with?

If you have your private messaging link in your profile, that can work. On other services, I’ve had people give me their banking info, their legal names, their addresses, their cellular phone numbers via DMs, despite knowing the owner / admins could see it if they desired. I would rather they contacted me via XMPP for that.
