The host nation/city builds sports and accommodation infrastructure with public funds, then hosts events whose cost of admission is far beyond what the taxpayer’s budgets who are funding the projects will allow them to go and enjoy.
Big space for corruption and debt, but my personal experience, when the games happened in Rio, i went to a lot of cheap events, if you ain't trying to see USA basketball, simone biles in the finals, there's really cheap options i went to a lot of them. Saw some sports for the first time
