While I hate this, that in itself is actually kind of cool.
Eventually the op_return will be priced out. Though if layer 2 and 3 mature. Layer 1 could see less transaction as we would mainly need proof of reserve.
Same way we will never run out of oil, we probably will never run out of op_return. There will be some natural equilibrium between layer1 2 and 3
