I can only guess that you need to use a VPN to fetch the invoice. Other people wouldn't have this problem if this is the case.

I am intetested to find out if your ISP is blocking npub.cash It is a central point of failure i haven't considered

Well i hope that i have proved to you that other Damus users are having no problem using npub.cash for their LN Address. Whatever issue you are having is specific to whatever you have going on there.
