Apparently Amethyst app is good on android for uploading video. I have no experience with it.

There is no way to upload 9 minute video in relay unless man paid for private relay . Overload the relay .
I uploaded a 12 min one today using https://nostrmedia.com uploaded it there, copied the link and pasted it on the note nostr:note15y000pjdnxrlc8zacle682rpnsz5w7wx2fqvj8yrpzrh0vnkrjmsd4esls
