Consensus code is the most important code, I think we all agree.

But we also have to take care of P2P code, as Bitcoin network is crucially important to true decentralisation.

Unavoidable. People will fork, adjust the policies and create the mess you described. All you can do is to code defensively for it and hopefully clarify which parts can be touched without forking the chain.
