I was reminded of this by listening to nostr:npub15879mltlln6k8jy32k6xvagmtqx3zhsndchcey8gjyectwldk88sq5kv0n. A great episode with many other great thinkers.
I originally heard Jerry himself state this law on a podcast many years ago. This is one of the most important observations I've learned over the years and I've found it to be true. It is one of the main issues with educational institutions, governments, and companies. What separates government institutions from private ones is that the private ones have to turn a profit. So they can indeed fail because of their dysfunction. That is unless they have attached themselves to the leaches.
I don't know but I've heard both "we don't know" and under diagnosis.

M understanding of the RAM risk is that it would require access totohe device while powered on and a cooling of the RAM prior to power down. Seems like an unlikely scenero. If you have access while a seed is loaded its done anyway.
That said, no security model is perfect. There are always tradeoffs.
