I was mistaken. They have not implemented proper stealth addresses but rather confidential addresses. Amounts and asset type (in the case of lbtc vs tokens) are hidden on chain but you still have address reuse issue for fixed donation addresses.
Combined with confidential transactions it may be the easiest way to privately accept bitcoin donations. Just post a pgp signed liquid stealth address.
Main hurdle is private conversion between btc and lbtc. Current options seem very limited: custodial risk & timing analysis.
Looks like @blockstream added stealth address support to liquid but I haven't been able to find any public discussion on it anywhere?

Paypal isn't making a bitcoin play or "crypto" play.
They are making an investments play. Don't expect them to add btc withdrawals anytime soon. Expect them to start adding stocks next.
Investments are easy rev compared to highly competitive no/low fee "p2p" money transfers.
