I just saw it - it talks a lot about debt & currency devaluation, which I think are based on facts (I maybe wrong).
It's not fully negative -- nothing negative is said about Japanese people, only some choices made long ago & decided to continue. And of course, as expected, end with Bitcoin as hope for escape from currency devaluation.
On top of the notifications page, there's a tab -- which may be All Follows . Change it to Global in the drop-down & you'll see all responses

If you build a tool, I think other relay operators like Ikuradon-san, Nokotaro-san, Castellafy-san, Kojira-san & overseas operator like Mazin-san and Someone-san will also appreciate it (but I think Semisol-san wouldn't want to check reports 😝)

Yeah - mutes and blocks seem different across clients 😅 I don't mute anyone and block only crypto-spam, or rarely NIP-36 spam, so not experienced it
(Oh, I've seen Nokotaro-san's awesome parapara dance but I thought Kirino-san was referring to something else).
I think major thing is people tend to confuse Report & Block -- in Amethyst Report has more power than block.
And Global is also a bit confusing at first, but now I don't think many see global
