Let me be very clear.
You do not need a token to launch an L2 on bitcoin, if there is a token it is only there to enrich the founders of the project.

However I really don't think we need TXHASH as it would bring further delays to getting Covenants into bitcoin.

IMO TXHASH has only served to complicate and delay the covenants conversation.
