Did you know that financial exclusion in the EU now goes so far that a foreigner with only the RU citizenship can no longer open an account at a private bank, Raiffeisen bank or Savings bank, even if he or she has been living in the EU for 7 or more years and even pays taxes here as an employee? And this only because he or she has (only) the RU citizenship?
There is no law that requires this, no regulation.
The banks do it just like that, all of them, collectively.
You ask why there are regulations that empower everyone with a residence permit in an EU country to have at least a "basic bank account"?
These regulations exist so that banks do not have to apply them. There is no legal entitlement.
