Yes! You can filter all the garbage by using paid for relays. They are typically a one time payment and they are very effective at cleaning up the spam.

I am interested in the difference. Upon further thought, is the key distinction that verification requires a trusted third party and identification basically means putting your money where your mouth is? Curious what the distinction is from your view.
