All of this is a distraction. Why do even have to pay any capital gains tax, or sales tax, or income tax or any other tax!? Prior to1861 the American public did not have to pay any income tax. In 1861 Congress enacted a temporary flat tax of 3% on income above $800 (about $23K in today's money) for the duration of the Civil War. Then, the Federal Reserve and IRS were created by banksters and ever since then more and more taxes were levied upon the people. At the same time, the rich have made sure to create a loophole for themselves in order not to pay any taxes ever. That loophole is called private foundations. Examples are: Carnegie Foundation, Rockefeller Foundation etc.

Interestingly, there are currently no federal law requiring any US citizen to file a personal income tax unless their income was made outside US.
