There are so many things you point out in your post that shows that this event was catastrophic from point of view of the monitoring, response and humanitarian aspects that emphasizes the say “there are no natural disasters”. Goverment officials are using God, Mother Nature, and lately Climate Change to delink their responsibility for the consequences of their actions.
