I don't know about what you mean by modern policy, I just consider AOPP useful because it let buy EU users buy bitcoin on swiss exchanges without kyc verification.
Now after AOPP has been shitstormed out of most wallets, the swiss exchanges either have to build their own Apps to stay competitive or users have to do manual message signing (which is impossible for most 'normal' people/new users)
