高冷茶 refers to any tea leaf grown above 1600m, this one is from 合歡山 which is part of the Central Mountain Range of Taiwan. The tea leaves are thick to get through the harsh temperature changes and weather in the mountains, in Taiwan 青心烏龍 is type of plant grown in high elevations. This type of tea is harvested about twice a year as opposed to others which are harvested year-round.
In Taiwan, oolong tea mostly refers to any 青茶. 青茶 is a process of preparing of tea leaves to be lightly/partially fermented. This tea is on the green tea side of the oolong spectrum to bring out mostly flavor from freshness (青) of the tea compared to its flavor from fermentation (酵)

I like to keep the small pieces of tea that breaks off out of my container, so I use a filter, makes cleaning a lot easier 👍
