It would be nice, but I have defined the DAY_ONE constant as Trump's first full day in office. Trump only signed one EO on his first Inauguration day in 2017 -- it's a pretty full day! Along with venue changes and more potential for security disruption, I just think it's realistic to be generous with the "day one" interpretation.
