The best thing to do is to move on as smoothly as possible, not causing jitter (because people don't move in sync), of course it's not always practical when you have to pick up your things to move, but letting all that space is crazy.

Being compliant is actually really easy if you don't spy on your users. Just don't save PII, and/or allow to delete whatever you save to users, and you are in the clear.
