In order to merely remain *relevant*, a Rival character has to 1) go to insane, life-threatening lengths to increase his power, 2) be so desperate to surpass the MC that it makes him mentally unhinged, and 3) for a period of time straight up become a villain for increased plot focus and new powerups.
Meanwhile, the MC just has to occasionally train and find inner peace or some shit.
