Can a EVM smart contract be created that on execution moves BTC to one of the parties on the lightning network?

I know that you can use bridges or wBTC but I mean, can it be done in a completely decentralized way?

You are right, if your the exchange has your keys, they own it. But people should be able to trust exchanges when they are protected by the law. At least during the transaction process, after that, they should move it to their own wallet.
