I think my question is more of what is the spirit of Zappathon and who to zap?
I've heard it's frequency over quantity, but I don't know how to choose someone. Is it random, or...?

I think it's a solid principle that we should just stop doing things that hurt people.
And by "we", that usually means Govt. Unfortunately, they are in the business of control, and that means they win and we lose.
Bitcoin seperates money and Gov't.
