I remember that during the COVID-19 pandemic, at least three German politicians (one from Hamburg, one from Bavaria, and one from the CSU) publicly stated in front of the camera that the primary purpose of schools is childcare.

Not education, not upbringing, but childcare—so that both parents or single parents can go to work.

That's the purpose of public schools in the system.
