What about followed and their follows "friends and friends of friends on FB" as a whitelist + any nip-05 verified + any pow by default.
With the user having the option to lock things down further to just followed and their follows or simply followed.

Clients should show notes from people you follow along with people they follow. (Friends and friends of friends on facebook) with an option to filter to follow-only.

Not a good option to be blocking requests to that path if you're using it for NIP-05.
I won't see your NIP-05 on astral this way as its client side.
