There's over two hundred governments in this world, which one are you talking about? Because my government doesn't have the power under our constitution to shutdown relays. If your government can, then you should change your government and constitution so they can't.
Anyone can spin-up a relay in a few minutes. A relay doesn't need a fancy domain name or website to be effective. You can spin up a relay in a CDN container on Cludflare in just a few minutes. Now that relay is being hosted on the cloud across borders.
That's the thing about using blind relays rather than the client/server model of every offer network. Theres no sever owner/administrator that can block or seize user accounts because they've been served a court order.
