I opt out with Bitcoin. I’d also support opting out via states nullifying federal law to a greater degree and eventually leaving completely (peacefully).

Core is not the only version nodes are running. Core cannot push updates to any node that doesn’t want them.

Like miners, Core devs offer up their work to the node array for consideration.
