It's a fleeting experience. You're super drunk and you get to keep a 30 second video for the 'memories'. Saw a couple of tables being served like this when Hozho was here - not steak but some expensive whiskey. Some bar tenders acting exited like the one in your video along with 2-3 Russian ladies in skimpy clothing holding those beaming rave lights.
