You don’t need hundreds of dollars in gear to get started.

You can get a decent starter handheld radio for $20-$50. Many people start with a Baofeng UV-5R:

It’s a great idea to form such mutual-aid groups and loose networks in advance of disasters so you can plan and train communications, logistics, safety, etc

For example, your local ham radio club or ARES group probably has a weekly “nets” at a rescheduled time where people get on to ensure they can communicate.
