How do I actually spend sats? Can I top my sats up right away after spending them? What about the taxes on my stas being spent?

If the $1 more was seen on our invoice in the TBC app then that's an exchange difference. If the $1 more was seen when sending from your wallet then that's your wallet adding a fee (eg, to pay on chain fees or to route via the LN network).
Don't be too concerned re the warnings about browser settings. If all else fails they can be adjusted - the main implication is the card claim/redeem site may not load properly if you have cookies disabled or ad blockers on. It'll work as soon as you fix those things though.

Not sure if nostr:npub18tcc00lqpysdsurg567dllzg7jeyr5wcyk2v6w23rx3s3ygyze2qv32nxx was having issues, they are getting blocked, or over zealous DDOS site protection but I had all sorts of issues using TBC app and website today. Even over VPN. When I could get a payment url I couldn't get breez or Zeus (personal node) to get the details. Paying P2P worked fine.
Lightning really needs to shift communications to non clear web options. And these card sites need to have either a tor or or other alternative communication method.
Just confirming we're not having any issues with the site or apps, or receiving payments, or withdrawals.
