what do you mean specifically? relays were never intended to be dumb pipes. if they were dumb pipes nostr would be indistinguishable from a badly designed p2p network and it wouldn't have a chance of working.

how do you find users on twitter? do you actually click on the "suggested profiles" thing they have? the only way I ever found new people was from retweets and replies from people I follow to others.
