They converted large numbers of locals and pushed a strong backlash against LGBTQ+ people and Afro-Brazilian religions like Candomblé and Umbanda, often branded as “witchcraft.” In those areas, prejudice became more open and organized, and daily discrimination—like being turned away from shops—grew worse over time.

Detalhe que o IPC (assim como os indices de preço) não representam a inflação real. Eles escondem o aumento de produtividade fazendo com que a inflação pareça mais baixa. (por isso paises menos produtivos tem inflação de "indices de preço" maiores). O aumento da base monetária per capita foi bem maior do que o que o IPCA representa.
Você ver por exemplo que o preço do pão cresceu muito acima da inflação oficial de 1994 pra cá.
