I can't see it with non-EU VPN, can't see it with non-EU residential IP, can't see it no matter what I try. My twitters country is not set to any of these countries. I am not located in any of these countries but might have in the past logged in from one. No idea.
Might be possible to sign up without one, I believe the field was optional. Did you try?
Russia Today's twitter account has been censored on twitter for many months. I have been unable to view any of their tweets, not even with VPNs.
