Governments demand insane amounts of money for all kinds of normal things. This is no surprise. The White guy is honest and doesn't charge much. He could have cheated that woman but didn't. The Black had a lie... Whites work on high trust and truth - all the time - boringly so. It's no different in South Africa. When I want something and I need someone where I need trust (e.g. car repair), then I go hunting for Whites. It's my standard procedure. I'd rather TRUST a DODGY white guy than the most highly acclaimed Black. I even deal with Whites who are low class rather than high class Blacks. This is my standard method for getting anything where I need technical advice that I don't know the answer to myself. I did the same when I installed a gas geyser. Whites rocked up did everything - no problems it works awesomely. Money well spent.
Always good to never trust a non-white. Not even asians, for they proudly lack empathy for "lesser beings" (which for many means anyone not their specific flavor of slant) and will use their high IQ to screw you over and then tell you "if you wanted a better job done you should have paid more" or "you shouldn't be so trusting, that's your weakness".
